Active Directory Membership Provider Performance

I am developing a site for a customer using the Active Directory Membership Provider for authentication.  The first time you logged into the site, it would take about 45 seconds.  Subsequent logins would be fast; however, after two or three minutes, the authentication would be slow again.

I searched several different groups for a solution and initially could not find anything.  Finally, I found the solution here.  Essentially you have to give permissions on the %SystemDrive%\Documents and Settings\All Users\Application Data\Microsoft\Crypto\RSA\MachineKeys folder to the Network Service user.  Once I did that, everything authenticated quickly.

This actually didn't fix anything.  I ended up having to write a batch script that keeps pinging the site to keep it active.  This keeps things active the majority of the time; however, ocassionally it still takes awhile to authenticate.
